It is time to stop vehicle incursions

Since October 2017, there have been a staggering 23,981 vehicle incursions across the UK*. Lives are at stake in every one of these incidents, despite the cause of entering roadworks. Whether due to confusion, following traffic or intent, the result remains the same. Standard traffic management relies on visual deterrents, but only physical barriers are preventative.

Incursion Defender is a system designed to mitigate risks to the workforce and road users by preventing determined vehicles from mistakenly or purposely entering roadworks.

It is a purpose-built incursion protection barrier tested as a highway device, providing a portable, modular solution. Offering safety improvement through innovative design, Incursion Defender brings intruding vehicles to a controlled stop using friction to decelerate. The result is genuine reciprocal safety, with the workforce being shielded from the determined vehicle and the vehicle occupants protected from the barrier.

Built for every stakeholder involved

Traffic Management Companies

With a duty of care to uphold, Incursion Defender provides essential protection for your project’s most valuable asset; its people.

Operatives

Portable and modular, Incursion Defender is easily redeployable. With no bolts and no anchors, the system can be assembled in just 10 minutes, reducing time exposed to live, unprotected traffic.

Road Users

Making sure everyone gets ‘Home Safe and Well’, Incursion Defender is a barrier for both sides.

Supporting safety with Incursion Defender

Effective safety within roadworks requires protection against vehicle incursions, which remain a high risk. Incursion Defender offers a safety improvement against this risk by bringing determined vehicles to a controlled stop rather than solely relying on visual traffic management measures. Achieving Impact Severity Level (ISL) A, the system provides maximum protection for both roadworkers and the vehicle occupants during impact. Lightweight, portable components with a tool-free installation reduce time exposed to live traffic and the opportunity to have Incursion Defender delivered fully assembled to site minimises this further.

Aside from injuries, incursions shut sites, delay programmes and prompt investigations. The challenge of managing dangerous vehicle entry is recognised by all stakeholders involved in road safety, from companies responsible for procurement and delivery, to the operatives on site and drivers using the network. For traffic management companies with a duty of care to uphold, Incursion Defender provides safety improvement through innovative design, protecting your project’s most valuable asset: its people.

The innovation marks a vital step within road safety.

Incursion Defender

Engineered for individual components to remain lightweight, between 3-27 kg per item. No machinery is required during assembly, ensuring easy deployment and redeployment as schemes evolve. Complemented with a no-bolt design and modular units to suit different lane and road widths, the surface-mounted Incursion Defender is a practical solution, delivering flexibility and efficiency. Temporary or emergency access is supported by optional wheels (fasteners required), which can be repositioned in 30 seconds. An optional cone lamp provides an early visual warning for drivers, particularly in darker conditions. As the only incursion protection barrier tested as a highway device, Incursion Defender achieves Impact Severity Level (ISL) A, providing the highest level of occupant safety with the lowest risk of injury during impact. No cabin or fuel tank penetration. Incursion Defender doesn’t penetrate on the underside of the vehicle. Engineered to CD 378 2.51.UK and MASH 2016 performance standards. Impact-tested results demonstrate the stopping distance of a BS EN 1317-2 N2 (1500 kg car) to be: 41m at 50 mph 16m at 30 mph

Frequently asked questions

Have questions? We’ve answered the most common ones to help you plan your project with confidence.

Why are vehicle incursions a major risk during roadworks?

Since 2017, the UK has recorded over 23,000 incursions, according to the Highways Safety Hub IPV & Incursion Working Group Report – December 2025, often caused by confusion, following traffic, or intentional entry. Every incident puts roadworkers and road users at risk. Visual warnings can only do so much; a physical barrier is the most reliable way to prevent an incursion.

How does the Incursion Defender improve safety?

The highway tested device is designed with reciprocal safety in mind. It shields the workforce from impact, while the Impact Severity Level (ISL) A rating helps to protect drivers and passengers from injury. Supporting traffic management companies in fulfilling their duty of care, it protects everyone involved.

Who benefits from using the Incursion Defender?

All stakeholders involved in roadworks.

  • Traffic management companies benefit from proven incursion prevention.
  • Operatives gain faster, safer deployment with reduced exposure to live traffic.
  • Road users benefit from controlled deceleration in the event of an incursion.
What makes Incursion Defender different from other roadwork protection?

While cones and signage warn drivers, the Incursion Defender provides true prevention. It is a purpose‑built, crash-tested, portable, and modular. A dependable safety solution for evolving work zones.

How quickly can the Incursion Defender be deployed or repositioned?

Operatives can assemble the Incursion Defender in around 10 minutes, thanks to its lightweight components and tool‑free design. The temporary or emergency‑access variant on wheels can be repositioned in just 30 seconds, ideal for changing site layouts or emergency response.
